Upstate New York gains from imprisoned NYC residents

According to the non-profit Prison Policy Initiative, the Census Bureau’s application of the rule in 2000 resulted in 44,326 New York City residents being counted as upstate residents and 586 upstate residents counted in New York City, resulting in a net loss to the five boroughs of 43,740 residents. more>
